You can gift air units to City States. This was added in patch 1.0.0.62 (City States - Fixed a bug where you could not gift aircraft to CS). Haven't tried it for Cruise Missiles, Nuclear Missiles, or Atomic Bombers
Okay; I thought it was just me. Tried to gift a “Little Boy” to Budapest, since they and King Tut had a falling-out. Thought it might be interesting to see if Hungary would go ahead & lower the boom on ‘im. Furthermore, I wanted to see just where the bomb might be detonated, to get a better sense as to what the AI saw as its best target.
Unfortunately, we seem to’ve lost the ability for our air assets to do any form of recon. Also, even though I’m well past having satellites, I can’t peer into the interior of the other continent. Weren’t we able to see every single tile in Civ IV after satellites? It’s been so long since I’ve fired up 4, I’ve already forgotten.
It’s just as well we can’t gift nukes. *My* luck, Budapest would’ve turned around and used it on ME! I don’t trust these city-states any further than I can throw ‘em. Ah well ... that’s okay: I’ll just add it to the other four nuclear weapons in my arsenal with Hiawatha’s name on them. So, if you’ll excuse me, ima go deflate a few teepees an’ prevent that savage injun from blastin’ off to Alpha Centauri before we get our own danged shuttle launched.

I miss the recon ability of aircraft as well. Takes a huge part of the functionality away imo. Used to love the early Airships for doing that midgame recon of areas you couldn't explore because of other civ's boundaries.
