Is it possible to gift nukes to city-states?

Nope, it's not. You can't gift air assets either.

You can gift air units to City States. This was added in patch 184.108.40.206 (City States - Fixed a bug where you could not gift aircraft to CS). Haven't tried it for Cruise Missiles, Nuclear Missiles, or Atomic Bombers
Okay; I thought it was just me. Tried to gift a ďLittle BoyĒ to Budapest, since they and King Tut had a falling-out. Thought it might be interesting to see if Hungary would go ahead & lower the boom on Ďim. Furthermore, I wanted to see just where the bomb might be detonated, to get a better sense as to what the AI saw as its best target.
Unfortunately, we seem toíve lost the ability for our air assets to do any form of recon. Also, even though Iím well past having satellites, I canít peer into the interior of the other continent. Werenít we able to see every single tile in Civ IV after satellites? Itís been so long since Iíve fired up 4, Iíve already forgotten.
Itís just as well we canít gift nukes. *My* luck, Budapest wouldíve turned around and used it on ME! I donít trust these city-states any further than I can throw Ďem. Ah well ... thatís okay: Iíll just add it to the other four nuclear weapons in my arsenal with Hiawathaís name on them. So, if youíll excuse me, ima go deflate a few teepees aní prevent that savage injun from blastiní off to Alpha Centauri before we get our own danged shuttle launched.

I miss the recon ability of aircraft as well. Takes a huge part of the functionality away imo. Used to love the early Airships for doing that midgame recon of areas you couldn't explore because of other civ's boundaries.
I also miss this horribly. Now I have to use paratroopers to laze a target for nuking
