I not sure if anyone has discovered this, but on the game you do actually see Big Daddies diving. On Neptunes Bounty, in the Tavern, in the room with the audio diary "Raptures Changing", there's a large window covering the whole wall. Through the window is a sea bed. If you look, a Big Daddy walks on the sea bed right past the window.
