Are you getting the "embark" command at a shoreline?

Have you tried verifying the game cache?
what should i check in cache?
there is an option in Steam to verify the game

He discovered it, he said so. I bet he didn't return to his territory to pick up the upgrade though. Once you finish optics research only units inside your borders get the embark ability straight away. Units outside your borders must return in order to pick it up.
