Aztec Culture Win

Has anyone tried a culture win using/abusing the Aztec UA as primary source of culture?
Raging barbs and extra heavy on CS for cannon fodder would be required, but should be possible in theory, no?

Trying desperately to find alternate routes to that victory as it seems to be the most linear/restricted by far.

How much culture do you get per unit killed anyway?

My initial testing says +3 to empire culture per kill. Not a lot but if one can set it up so you get 10+ kills on a regular basis it should theoretically give a healthy boost in the early phase before all the big culture buildings comes online.

I don't think that a lot of city states and raging barbs is needed, though it would help. Since the jaguar warrior is the Aztec UU, conquer other civs as early as you can. Just puppet every city you conquer, don't annex, because annexing increases social policy cost. Build at most two cities (including the capital); one city should be on the coast for building a navy.

How did that game pan out, you made it any further?

Puppets don't increase policy costs? That is a nice little bit of info .. my worry is that with too many puppets you run out of human sacrifices for the culture and puppets are notorious gold drains in the later game due to them insisting on building all kinds of crap they dont need and you dont want.

Might work with a few gold heavy city locations I suppose.
