workers clearing forests still.

I found the xml file, player options that supposedly turns off automated workers clearing forests, but they still do it. Anyone have any idea how to fix this? I want to make it so Iroquois just don't get the clear forest ability, but I haven't been able to find that yet, so I can't turn it off for their civ. If anyone has a clue where that might be, I would appreciate it. Ideally, I want to just make it as an option in the game screen, but I think that is beyond my abilities.
