I don't know how many times I have seen an AI unit pass right by a ruin without taking it, or not attacking a weakened barbarian to destroy the camp. I have found ruins right inside the AIs empire untouched.

I have noticed Barb camps untouched as well, perhaps the AI doesn't think it worth the mathematical risk? Perhaps the AI doesn't need money/happiness at all?
I don't know, the only time I've seen Barb camps destroyed is when a city-state asked for it to be destroyed.
AI always grabs the ruins though for me.
They do take ruins. I've had plenty of times where I've lost one to an AI.
they won't go for barbs with scouts. They'll wait for better units.
What difficulty are you playing on?
I think they dont hit encampments because they are too busy showing their might by fortifying their units next to barbarian archers in a vain attempt to heal them over a period of 20 turns untill their unit dies from being constantly bombarded.
I'm pretty sure they will take ruins(egypted ninja'd one from me once).
They do take ruins, and barbarian camps. Seen it many times. Ninja bastards!
I am playing on King just in case it matters. This game I actually saw a city-state's worker just standing on a ruin, so I know they knew it was there.
Oh well, it is at least good to hear that the AI sometimes takes barbarian camps and ruins. Actually I did see an AI civ take a barbarian camp once or twice, but I have also seen them walk right by them (with a troop, not a scout). Not sure why they leave so many ruins laying around though.
