Game crash issue

Hey all,

I have what I think is a similar problem to many others on the forum. When I try to play the game, the "preparing to launch" window appears, then the screen goes black, then I get the blue screen of death.

I've reinstalled by video driver, reinstalled DirectX, reinstalled the game, and tried to run the game in windowed mode, instead of fullscreen. Same issue every time.

The only other thing I've noticed is that I am missing the config.ini file in the "C:\Documents and Settings\MY USER NAME\My Documents\My Games\Sid Meier's Civilization 5" folder. The user settings.ini and graphicssettingsdx9.ini files are there.
