Can't install game due to Steam.

As im installing civ5, i get this error during the steam install:

"Steam.exe (main exception): To run steam, you must first connect to the internet"

I'm connected via cable, no firewall, anti-virus is down, tried to install steam manually but it still gives me the same problem. Restarted comp, internet, reinstalled steam after deleting all old files. I have a great computer than can run sc2 on ultra. vista 32 bit.

I can't finish even installing civ5 because it requires steam to load up i guess.
I can install steam but when it trys to connect it gives me the error.

My ISP is Charter Communications. I don't have a firewall up. I called my ISP and they arent blocking anything.

im connected to the modem, not a router, so no ports being blocked.

i just bought civ5 and i cant play it.

Restart system and when BIOS is loading keep hitting F8, and then select Safe Mode with Networking and give it another go

Ya, this hasn't worked. I tried installing but got the Main Exception error. I tried rebooting in safe mode with networking. I could still surf the net, but got the "Main Exception" error. I am running no firewall or other blocking software. I am using a connection provided to me by my deployed location. I don't think, however, that they're preventing me from accessing Steam. Any ideas?

The American embassy or consulate where you are deployed should be able to tell you whether your location blocks Steam (or any other download).

I agree with liberal, it does SOUND like a firewall completely blocking steam to me, but we dont know enough to be able to diagnose it for you

Incidentally, much gratitude for what you're doing. Here's hoping that this is the worst problem you encounter while there. Come back safe and sound.
