    JPEG is a lossy format and is inaccurate for duplicating raster images. TGA or PNG is the preferred format for this as both allow 24-bit color with 8-bit transparency and come without any licensing issues. Of the two, TGA is probably used because the format is simpler than PNG. If you want them in JPEG, just convert them. No need to swear and blame the game for making the correct choice.

    I tried downloading a tga converter but I have to pay for it to convert more than one file at a time.

    Are there any completely free converters that can convert my whole screenshot folder at once?

    Use Fraps or Xfire, you get better screenshots that way anyways.

    You can try Gimp, its free and works great.
    Just open the .tga and "save as" a .jpg.
