I'm not saying to describe the whole complex story behind that place, but just name a really cool place where a Bioshock-Like utopia should be.
A snowy-like, mountain environment would be a great place to kill camouflaged Big Daddies in my opinion.

A space colony on the moon/mars which was created as a precaution against nuclear war (during Cold War era). An evil supercomputer could be involved .. "Bioshock: System"
Modern day city (New York, San Fransisco, etc) where the government has taken over due to sightings of crazed people with super powers (splicers or their equivalent) Rapture and adam had been discovered and brought to the surface. a la "Bioshock 3 - Rapture finale"
