What happens in Chapter 13?
I think the coolest missions was between the jewelry store heist and the bomb at the hotel, the bomb at the hotel-mission being the absolute peak.
That mission was awesome, which chapter was that again?
Edit: on second thought, the prison chapter was also great. A definite #2, maybe even a tie.
