The answer to the question though is yes. Yes, there are stores offering in-game bonuses. At least one has been confirmed already - Amazon.
Amazon will be offering an exclusive in-game bonus (DLC) called "Cradle of Civilization - Asia." It is probably going to contain something similar to the Steam-only "Cradle of Civilization - Mesopotamia" DLC which contains Babylon. Therefore, this DLC should also contain an extra civ as well. I hope this answers your question.
D2D is offering the same bonus civ as Steam is, as well as the first DLC and scenario pack for free.

How it reads IMO is that Cradle of Civilization thing is a mappack. Be it Asia or Mesopotamia. You get that as a pre-order bonus. The Babylon civ is an extra civ purely for the DeLuxe version on Steam (and on D2D).

Yes Best buy is offering a preorder bonus (but not an ingame bonus)...
What they are offering and the reason I will most likely buy from them is:
purchase two games valued over 39 dollars each and you get a 25 dollar gift certificate.
Since I need two copies anyway this works out great for me.
WalMart also has The Americas as a map (Mexico to Peru). Personally, I believe all of these maps will have a civ in that area (btw, there is also a Mediterranean map offered by someone else)
So therefore:
Mesopotamia-Babylon (confirmed as civ, not in main-game yet)
Asia-Mongolia (unconfirmed)
Americas-Mayans and Incans (both unconfirmed, but I believe it would be Incans first)
Mediterranean-Phonecia or Carthage (unconfirmed, I would prefer Phonecia). Although there could be others for this area (Spain?)
