Only once in all my hundreds of games where i hit oxford have i been countered with flight. It was against an incredible spanish start who had 9 cities with 10 pop each (many whales and islands) and libraries in all of them after he found ScoG, SoC, AoC, AW, and LcoA. When i get oxford, im usually the first to indust, and about half of the time i take the extra few turns to hit corp, so all that gold flow equates out to many many single bombers and a wing or two, i can take any city i want, and i usually aim for their most precious city (highest pop, settled GP, sometimes straight for the cap). But this game he was first to indust, and corp, so when i GBed oxford, it was hard to get bombers flowing, also because he was all the way across the map. Id say shooting for first to oxford, even if it means you dont get bombers, is a better tactic then hoping for flight.
