Halo isn't really about graphics quality. Sure, they upgraded the graphics to next-gen standards, but it's still basically the same thing. It's not about the story or the campaign, though that's there. It's really solely about the online frag-fests, and that's it. You can't really compare it to a game like Bioshock. Sure, the water looks good in Halo 3. Of course it is, because gamer's expect it to, and they want to sell their game. Other than that, it's not really a major element of the game. It's eye candy, with a minor affectation on the game's physics.
In Bioshock, the water is a crucial part of the story. It encloses Rapture, smothering the doomed city. It brings a feel of claustrophobia to the setting that an city out in the open sky never would have. It's as much a character in this much more plot intensive, intelligent first person shooter as the Little Sisters and the Big Daddies. It's integral to the game. Also, it looks helluva lot better.
