So I might be wrong on this, but i thought Delta was granted freewill somehow. So why the hell was he still wondering the halls with Cindy in the beginning of B2. Did I miss something......?

I believe you mean Eleanor,and no he didn't have freewill,nor until Sofia Lamb made him commit suicide thus breaking the Big Daddy mind control over him,but he still has the Big Daddy/Little Sister bond
