You have to sit around waiting for turns and turns to get units. This represents a long time in game time. Hundreds of years early in the game. The military is an insignificant fraction of the population. Take for example the USA which has a large military. The population of the US is a bit over 300,000,000 as of 2008. The US standing military is almost 1,500,000. That is only ½ of 1% of the population. If the entire US military were destroyed in a single great attack the USA would only lose 0.5 % of its population. Making a military unit, settler, or worker should cost no reduction in population. If a City is attacked, population already takes a hit.
