Of those I know of, yes.
CivFanatics is the most popular, but its "moderators" are crazy because of closing threads and giving infractions with any reasons to do it.
The best forum is this one, the official forum.

Civfanatics has the most posters for sure, but it gets hard to keep up at times. As for the moderation, I've never had any problem with it, guess you guys can't abide by simple rules.
There are also good discussions at Apolyton and WePlayCiv, as well as CivPlayers for those that want to discuss Multiplayer specific stuff.
