There were much fewer choices of civilizations in revolutions than in a standard civilization game. They could spend the time and make each one more unique. Especially for the console crowd to easily see the difference.
But on the pc, with 18+ civilizations, each with a unique unit AND all the same shared...it gets to be a hefty number. When you consider adding in even mode subsets of units you're going to really start increasing the load time on the computer. Especially if units can't stack and are laid out across the map.
