War Academy Building that allows Upgrading Units for less Cost

One thing I don’t like in Civ 4 is the high cost for upgrading a unit from the previous era to the current era (e.g. upgrading a Cannon to Artillery).

The cost is so high that in most cases it is cheaper to train a new unit.

I therefore would like to suggest that certain buildings such as War Academy will reduce the cost of upgrading old units.

Such buildings should be national so they allow us to upgrade all units from all cities for less cost.

I liked in Civ II da Vinci's workshop automatically updating obsolete units.

I'd like to see that feature make a return in some capacity, perhaps through the military academy. Say -- put the unit(s) in a city with an academy and press "Re-Train" and the amount of turns it takes depends on military prestige etc.

These are all pretty uncontroversially good ideas. They would work well particularly in conjunction with new combat rules that effectively obsolete units that are more than 2 tech gens out of date as if you had buildings that made upgrades easier there'd be no excuse to still have ceremonial warriors in your capital

I agree that the retrain cost was rediculous.... really as tech changes units should just convert to the more modern unit. I dont really think i have 4000 year old warriors guarding my capital
