If you are using the 360 or pc version, simply bring up their gamertag, and click to file complaint, then choose the appropriate section you believe the offence should come under, after that is done microsoft is sent the report to be reviewed
Some guy's character was halfway in the ground and he was speeding around really quickly and killing everyone really easily. He even floated around the map sometimes as well. It was really strange. Other than that, I haven't seen any other kind of glitching on Xbox Live.
As far as I can tell, none of the cheats work on PC MP (I only tried a few, simply because I wanted to know if it was possible and I wanted to take some screenshots).
Other than the leaderboards, which I'm guessing likely were just hacked, I'm not really sure how someone could be purposefully cheating. It could have been a glitch that you experienced. I've had some really weird stuff happen when the host lag was ridiculous, such as being able to move around the map but not actually spawning to begin playing again.
I haven't experience any of this on the PS3.
it's kind of funny when you think about it. People cheating so what, they get the admiration of others for being on top of the leaderboards? Guess they don't have much going on in life.

I would call that cheating but then again, mayhaps they deserve their little egoboost, so devotedly shredded from the brows of those with Laggy Feet...
