I remember the teaser for Bio 2 saying "Sea of Dreams" in the title. Why was this phrase axed? After playing the game I am also confused as to what the "Sea of Dreams" would have been in reference to. Any ideas?

Sea of Dreams was simply the name of the trailer.
No, that's just a poor attempt and a lame excuse from the 2K spokesman in that article to try and explain it away as something that it's not, instead of just admitting they decided to change it and not give the game a subtitle.
When that text is paired with the game logo at the end of the trailer, it's very, very clearly positioned as a subtitle for the game. Ask any designer - and 2K obviously has a great design team working for them - when you do something like that, it's a game subtitle, NOT a trailer title.
When's the last time you saw a 2K game trailer with a trailer title, in the trailer, paired with the game logo? I'd like to see videos of all these trailers, "most" of 2K's trailers, which are all named, according to the spokesman.
Keep in mind how early that teaser trailer was released. I find it very likely that, early in development, they were using that as a game subtitle. A lot could change in the course of development, making it no longer appropriate to use that subtitle.
The 2K spokesman isn't very convincing, since he half admits to it anyway when he says "There was talk about adding that as an official subtitle, but we decided to simply keep it BioShock 2."
Oh Mr. Spokesman, I believe what you meant to say was, "Originally, that was the game's official subtitle, but we decided to simply keep it BioShock 2."

Well, if you think about how BS2 ended it was basically the "end of a dream." I think that was the initial intent with "Sea of Dreams" was to basically be an oxymoron for "Sea of [a Failed] Dreams."
But I suppose they figured that it would be too confusing to keep the title.

It was originally a subtitle,but later dropped. There's a lovely mention of it in an audio diary,think its Lamb. "Rapture is a *something*,a Sea Of Dreams"
