Little Sister [End-Game SPOILERS]
Right, so, when you play as a Little Sisters, the "people" you encounter when you're looking through her eyes are actually splicers in reality. You can see this as you extract one of the angels. As well as this, if you walk up to a particular jail cell, it switches back to reality where a splicer tries to grab you.
If that's the case, why don't they attack when you walk past them?

The splicers, who don't attack you (and the little sis you play) are part of "The Family", and therefore are forbidden to harm her.

The reason is that the splicers you walk by are members of the cult of the lamb, which the little sisters are members of at this point in time as well. As for the splicer in the jail cell, a multitude of reasons could explain this, you just have to view splicers as being unique individuals instead of one mass identity, because not [I]all[I] the splicers in Rapture are members of the cult of the lamb. For example the incarcerated splicer could have been a cult member who couldn't restrain his lust for Adam, or a splicer of a different gang captured by the cult of the lamb, etc., the explanations are endless, and limited to the scope of the imagination.

I personally think the Splicer in jail is Billy Parson, and we all know he had a crush on a Little Sister.
