Warn system

to help with the new "crack-down" as it were, i propose the forum makers implement some kind of warning system, so that if someone perhaps gets a little too rowdy/carried away, they may recieve a slap on the wrist and perhaps the chance to make right?

an example is getting a warn level for not following the forum rules, or topic section-specific rules. the warn meter could be private or public, but can only be increased for bad behaviour (eg, someone good doesn't get a negative warn value, but good deeds will not remove warn either)

if the user goes back to being good, eventually the warn meter would eventually lower over time.

otherwise, when the user's warn reaches a certain level, they get banned.

is this an understandable/easy thing to implement?
