But to answer your question, no one knows what the deal is with her. It's all speculation.

Where tenebaum whent, who used to be Delta, how they kidnaped Eleanor from the surface and many other things.
Didn't she mention she was going to help other people, that is the reason she turned you over to Sinclair so he can help you.
I am guessing she has escaped to the surface.
I do believe they sacrificed a lot of storytelling to beef up the actual gameplay...Game is full of plotholes if you ask me

I'm not sure if this is a spoiler so i'll put it in tags just in case. You have to hold splicers off for Tenenbaum so she can escape, so she's probably gone to the surface.
That is correct, she said she would take the little ones there.
I think she'll still be down there for Bioshock 3
