Solution -Make it a 4 shot or, decrease the splash area more.

The splash area definitely needs to be decreased, you can be around a corner about 3 steps and still get hit/die.

but a player can usually acheive more kills using a grenade launcher than what he would otherwise.

Well yeah of course, because the people he is easily killing with it are taking him straight on shooting. If someone is spamming the grenade launcher, don't approach them head on. Attacking from behind or out of their sight is best, and also stun them often. Just change your tactics. I haven't had a problem with them so far.
