It looked to be like she was making a TV broadcast to the Family. I bet that's thematically the equivalent of the big bad Ryan broadcast we got at the end of Welcome to Rapture before we go into Medical- where he takes notice of you and sends the splicers on your tail.

At 0:54... is that a shrine to Steinman?! The mural bears a striking similarity to the operating theatre... with the three dead splicers in crucified poses, and the big red figure in the middle.
