No forms in the game , need help

hello guys

i'm having a problem in Civ4 Version 1.74

the problem is that the game doesnt have any form , i know that this setence doesnt explain the problem so as i uploaded 2 photos wich explaine more

and also i have a problem wich is that i cant open the game on screen mode
i just open it on windows mode
i hope u can help me with this

ahh , the problem was in the Resources folder

i downloaded it from another vesion that i found
and it's working well now

but i still have the full screen mode problem
