Personally, it all depends on what you consider to be an RPG. A computer role-playing game seems to mean having RPG elements such as statistics and inventory. While RPG games generally must have these elements, they alone do not make a game an RPG.
What does make a game an RPG is the ability to play the role of whomever you want. If you want to be a good person and help everyone you meet, you can do that. If you want to be a total bastard and kill anyone and everyone that gets in your way, you can do that too.
As has been stated, Bioshock is predominantly a first-person shooter, but it's more than just that. If it were purely a FPS, then the game would be static and ultimately become boring after the first play through. The RPG elements, including the freedom within the game, will make the game more playable and ultimately more satisfying to play.
Well, there's my opinion for what it's worth. I personally prefer RPG games because they tend to have much more depth to them, but I also enjoy FPS games when I don't feel like thinking as much.
