it was in GTA SA not in GTA IV ^^ but im 100% sure you wont see a waiter thingy guy walking you to your table and comes with a menu you can look at and when your done he goes and get the bill.. think it will be like in GTA SA but you can sit down ^^ you cant do that in GTA SA.. you will pay right away when you choose what meal you want
I think the most places you eat is Diners (like in the beginning og buzzsaw) actually.. where you sit by the counter and eat, and then you pay there.
