it can be a freeze, or it can be a cheater. It's a little less common on XBL than it is on PS3, were it seems to happen quite frequently.

most of the time you see it, it's just the network trying to get data from them.

totally normal if one of you has a bad connection to the other.

if it's one of those waiting for x messages that lasts for minutes->hours, then yes its a cheater/frozen game on their end which they refused to quit.

I don't know. If you get a soft freeze, it will often give you the "waiting for..." message. And I know it could still be a freezer, it could still possibly not be. Most people at least wait for a little while when it freezes, because we all have attachments to our rank. I'll play people that have no business waiting around, because they are losing badly or ranked low, but they see a chance to pick up points, and they'll just walk away from the console and hope to get points.

I do know 2 ways that people can purposly give you this message w/o the suspecious pressing of pause, but I don't believe all the times I have seen a prolong "Waiting For.." message, it had been because they are doing this.

Many times I would get the waiting for message while they were getting the waiting for me message. Just bad connection. Most of the time someone is frozen, cheating or not, and doesn't want to leave.

I think they purposly did it because i had just unloaded a pikeman into one of their un protected cities then that happened

i had this last night in my only game. very frustrating. the guy was Fresh Raviloli, or fresh Manicoti, or some othe Fresh popular baked italian dish. a clear cheater as i was bashing on his cap and when he realized he was done he pause froze and left. i was so mad and waited 2 hours before finally giving up.

thats the number 1 thing we want for civ rev 2. consult with the elite players thru a beta and close all these stupid freeze triggers.

after further review he is ranked number 25 on the 360 h2h board. considering how many mistakes he made and how easy i got him he must use freezing as a way of life.

As Grayson points out, it could be a random freeze or a cheater.

On the 360, I check the profile of the player. If I see he's still playing CivRev w/same game type OR his profile has already gone idle (which is only possible if he turned off his xbox [highly unlikely] OR he has gone into his preferences & selected "appear offline" [much more likely]), then I know he has frozen the game & is trying to wait me out. In that case, he's lost as I have 2 xboxes, 3 accounts, & 2 copies of CivRev & won't be quitting, period. I'm also 41 (as of yesterday) so I'm past the "ADD" stage of my life.
If I see he's playing a different game already, that means the game has frozen for real & no amount of waiting on my end will do any good.
I'll also set the preference for my profile to "appear offline" in the hope he's not quite as thoughtful about the possibilities, especially since I intend to leave it this way for as long as it takes. I'll usually check the profile every 30 minutes or so & use the same algorithm for assessment.

BTW, if you want to try to wait out a freezer, I've done it 2 times & in both cases, it took 4-4.5 hours before they decided they wanted to get back to using their xbox. A 3rd guy took the hint when I sent him a message from my second xbox w/another account. I always send a message after roughly 30 minutes to 1 hour to tell the guy I have 2 xboxes & won't be quitting. That way they can decide how much their time is worth. By sending them a message from another account, they know I'm not bluffing as you can't switch to another account on a frozen xbox w/o quitting the game.

So if you're up to waiting, set aside a good 4-5 hours before expecting to see any return on your investment. I also wouldn't recommend doing it unless you are willing to go "until pigs fly" because you're just going to get ticked off if you wait 4 hours & decide to quit still losing. If you're going to try to wait someone out, might as well decide to stop playing & go for broke vs. putting a limit on your wait time.

BTW, lots of people (both cheaters & non-cheaters) threaten to actually wait forever but I can say that 100% of the time, this is hot-air because they only have 1 xbox & don't have the stomach to stop playing for an indefinite amount of time especially when they realize the other guy is still playing & won't be quitting for eternity. So if you really want the upper hand, get 2 xboxes, 2 copies of CivRev & 2 accounts. You'll win the waiting game every time. If you can't afford that, then you'll have to decide how much "principle" vs. "play time" is worth to you.

    best regards,
