Regarding Leveling Up Plasmids

forgive me for even comparing this game to Ratchet and Clank, but it seems to me that plasmids are upgraded the same way that weapons are in Ratchet and Clank. In videos and pictures i've seen of BioShock, the bottom right of the screen of the HUD that shows what plasmid you have equiped it has some what of a ring arund the icon of the plasmid that resembles a gear, and at times the gear is a solid color and at times it is empty. to me, that could be a meter that progressivley fills up the more you use a certain plasmid, in the same style a meter filled up as you used weapons in Ratchet and Clank. so if anybody knows, is that how your plasmids upgrade, the more you use them, the faster the meter fills up, and when your meter fills up, your plasmid upgrades?

No, you find the new ones around the world and when you pick them up, they replace the old one you had. They don't level up from using them a lot.
