You most likely do not meet the hardware requirements for your graphics card. The minimum is an Ati X1300 and up excluding the X1550 OR an nVidia 6600 and up. The symptoms you are describing are classic for not meeting minimums.

If you have a desktop computer you can bring it into a shop and see what it will accept for a new graphics card. If you have a PCIe slot a decent card such as a Radeon HD 4670 will run you about $90. If you have a laptop then the graphics are almost always not upgradeable.

You cannot. However there is a site called: ShaderShock which allows older Radeon cards such as yours to run Bioshock. They call them "fixes" and there are many different ones attached to different forum posts. Poke around and read a bit on that site. It will not look as good and there may be outright glitches. I do not believe you can try it in advance with the demo. ShaderShock is not supported here so if you run into issues you need to register at the above link for help.

They do seem to have registration turned off for some reason Anyway, theres a lot of posts on that board so practically everything must be covered. Your graphics card is a shader model 2.0b part. So I would recommend that a good start would be: Here. I can't help much with ShaderShock as I really do not know a lot about how it operates. We don't support it here because we don't know it well. Use the search function a lot on that board and you should get the hang of it!
