    Somewhat big spoilers.
Well when you take a picture of an enemy the game judges on several different aspects. For instance you get better quality if the subject is alive, close to you, and there are several of them in the picture. There are more but thats all that i have seen. When it finishes calculating it shows you the picture and a bar at the bottom labled "Research level" increases. From that i believe that you unlock something new everytime the bar fills up for that enemy.

You eventually get a camera and you can photograph enemies to find out different amounts of data depending on the quality of the picture and what the target is doing

I was wondering this question as well. I saw the achievements and had a feeling it had something to do with the camera so looks like my hunches were right

If you research an enemy to a certain extent, you can use things from that enemy, like an organ that heals you or that teleporting thing from the teleport splicer.

I also read that the camera uses film as "ammo" so you don't want to go crazy and take pictures of everything you see.

Yup, it's mentioned in the help descriptions in the 360 demo too - when I read that (and it was the first time I'd heard about it) I got very excited. Shame it doesn't use the rule of thirds *chuckles*
