Are the Tonics 1 time uses? As in, you use one to say, make your EVE regenerate faster, and it's like that forever, or is it that after you use it, you get it for like, 20 minutes, then it's over with?
Also, with the EVE Link plasmid, it says you get ADAM like a little sister, does that mean that the little blue bar recharges faster?
They're passive auguments to your character, they are permanent.

Eve link makes it so when u use a medkit eve also gets restored.

And I don't know if BioShockWins is intentionally trying to confuse everyone, but EVE Link 1 & 2 both give you a little EVE when you use a first-aid kit. I think if you use both of them at the same time, you get about half your EVE bar back when you use 1 first-aid. There's nothing that recharges the EVE bar over time by itself.
