Sorry you're experiencing issues, please provide some information to start:

Hold down the Windows key and press the R key then in the Run dialog that pops up type "dxdiag" without the quotes and press Enter. Then when dxdiag appears the System tab will be shown, in the System Information section post the Operating System (just need to be sure this says Build 6001), Processor, and Memory. Then go to the Display tab and in the Device section there is a Name field, please post this as well (this is your graphics card). And finally, under the Sound tab (there may be more than one for this - post all of them) in the Device section also post what it's Name says. If you know any of your driver versions please post those as well - but if not once you tell me what you have I'll link you to the latest versions!

    Please post back.

Intel chipset won't run the game. You need an actual videocard to run Bioshock.

Bioshock requires either an Ati X1300 and higher excluding the X1550 OR an nVidia 6600 or higher. Hopefully you are able to upgrade your system with a new graphics card. With that Intel chipset that is the only way to get Bioshock to run on your machine. Intel just won't do it. Sorry.
On the bright side everything else in your system does meet the minimum requirements!
