I actually don't see why shouldn't be near the top on some peoples list. I played Germans and did exceptionally well with them for domination. All i do is make my second city have 2 grassland and 3-4 trees and you can pump out armies like crazy.

i have come to believe that the germans are hands down the best team in teams to win
The french are crearly the best civ, with early culture expansion, your enemies dont have many choices... for their new settlers..
Well, you can't decide who is the best civ in this way, I have never seen a top 10-20 using french and I don't see how they can stop any good rush, as arabs, aztecs, zulu and chinese if you want. Then, they don't have huge bonuses to compete against maybe 7 cities if the other player has conquered many cities, and when you reach cannons you would be done if he attacks you, pretty surely.
In civ rev, civs as french and russia in my opinion aren't as strong as they should be and I have tried these civs and russia seems to be better if you can play it.
This is merely anecdotal, but I recently had MP game using the Russians where I tried to take the +1food in plains bonus to the fullest, luckily I was on a map with a ton of plains. I was lagging in tech but had a gigantic population thanks to irrigated plains with granary (+5 food, holy shiat!) and went for the cultural win which worked out well with cathedrals in main cities.
theirs ways to stop rushers, since culture early expands, you'll see their comming and you can quickly build an army, plus the walls most people get, it'll be good enough... you can also put a warrior in defence in a chokepoint so they cant even come in, only through a ship....
not like rushing always suceeds...
