Is there suppose to be 4 Little Sisters in Neptune's Bounty?

Hope I'm posting this in the right forum...

When I first entered the level I checked the pause menu to see how many there were in the area which were only 3. I rescued all 3 Little Sisters in the lower wharf (the docks with the 2 turrets underneath them). Went to the Upper Wharf area to find a forth Little Sister and rescued her too. If you play your cards right you, and saved both Little Sisters in the Medical level, you will get two gifts from Tenebum(sp?) doing this.

Is this a glitch? Because it's happened to me on my 2nd and 3rd playthrough.

I've gotten 2 extra on that level. Use the search button - I'm sure you'll find others' conv about it.
