How do I build a satellites?

Sorry it this is a dumb question.

I try launching a satellite but it says non are available. I dont see the option to build a satellite in engineering. Can some one outline the steps needed to build a satellite?

Engineering.. under the tab for interceptors I believe.

I have a different problem.

My problem is that if I save the game in middle of constructing a satellite OR GO ON A FRIGGING MISSION while one is getting built, the construction would stop. I wouldn't even get my money back from it.

Anyone else having this problem?
