Armored Shell 2 Will not appear?

Well I have for the past hour of my sickday attempted to get my tonic achievement which I held back on.

Well I got to the end again and have everything upgraded, except I do not have armored shell 2.

I was told by saving all the little sisters that they reward you with it in Olympus Heights.

Well, I did that, I had went all the way to Fontains Elevator, and then went to Olympus H., I saw there was only one Gatherer's Garden on the map, so I looked around, but nothing. And now I am sorta confused.

Can someone tell me if I did anything wrong?

I did notice I had saved an extra little sister then listed to save in Neptunes bounty, could that have caused a problem?

I just finished checking every Gatherer's Garden and there is no teddy bear with an Armor shell 2 waiting for me anywhere. So could someone please tell me what I could have possibly done wrong?

Well on the pause menue it shows 3 rescued icons, Is there more? Oh and thank you for commenting I really need all the help I can get.

That tonic is a reward for the 15th rescue, and the bear will appear at the G.Garden in the current zone wherever that may be. However, the bears don't stay around very long. If you approached or examined it but didn't loot it then you might be out of luck.

That's very true. And if you harvested any LS's, or missed any in earlier levels, your reward will be later.

I think I may have examined it now that I think about it, Oh well, I actually saved more then listed I was told Because I had 4 saved in Neptunes bounty and 3 in Olympus H.,

My friend that came over to take a look didnt know why.

Oh well this just means I get to play the game again, which I have no problem doing.

I just need to make sure to examine the teddy's better.

But I never harvested only one round have I ever harvested because to tell the truth, Its more rewarding to save the Little sisters in my opinion.

I think the extra Sisters show up when you circumvent the scripted battles between Splicers and the Big Daddy.

E.g: when you return to the Fort Frolic Atrium after killing Martin Finnegan, there's a scripted bit where several Spiders drop the ceiling and attack a Bouncer + Sister, but if you manage to rescue 3/3 Sisters in Poseidon Plaza before doing this, then this sister will be #4.

I would like to see this, I end up reacting to fast to see the scripted battles, I hope to see this one in my next play through. Thanks for the information.
