No, we don't.
Modifying the ini. files on the PC to alter spawn rates and so forth, is NOT making a mod. Its called alternative randomising, nothing more.
To answer all the interest:
1) 2k licensed the rights to a SDK with the engine - indeed, they also modified the SDK to their own unique requirements, as enabled under the license
2) Epic have no problem selling the SDK with their games, and buying the rights to the UT3 engine allows a company to release a SDK
3) 2k have decided not to release a SDK, mainly due to negative pressure from MS, and the Xbox live content delivery agreement
4) Epic are under legal action over the updates to their UT3 mod tools; however, this has no bearing on whether a third party publisher releases their in-house tools with their game
So, cut the crap. We're never getting decent PC mods for the same reason PC players have to fix the widescreen, the 2.0 shaders and so forth on their own. Mainly because MS / 2k is counting on gullible Xbox live sales of totally worthless additions to the game.
*shrug* Please try and grow up a little moderators - not all of us are still sweet 16.
