So... having issues with Civ 5.

I am going to enclose a screen shot link of the issue that I am having. It seems, when I attempt to play the game in DX10/11 it refuses to go into full screen mode on me. This is the GOTY edition. It's not pirated, I have tried to uninstall, and reinstall, to no effect. I have tried to scale it. No effect. It refuses to pop out of this stupid little window though, no matter what I do.
