    Sprite packs?

I'm not a big fan of DLC but I would probably invest some money into sprite packs, the first time I'd seen these was in Hearts of Iron 3, and really found it to give the nations a bit more identity.
Having Sprite packs for Civ would I imagine do the same, say a WW2 sprite pack where several nations who fought in that era could get authentic looking informs, tanks and such, you could probably do the same with any era.

I would love this too, but you aren't using the right word. Sprites are flat images that always face the camera (think enemies in the old Doom games). You are talking about texture skins for 3D models. You want a "skin pack". I would buy that as well.

The problem i have with those kinds of DLC are that they can easily be made with mods, so they restrict the mod capabillities

I wouldn't say easily. Do you know how much professional-grade art would be required for something like this? It's so time intensive, that it's probably deemed "too much work" by Firaxis themselves.

Similar idea to the thread I made earlier about tsardoms (sorry if it wasnt suppost to be made a separate thread but I thought it was a good idea so should be separate, and anyways its not like a tree was cut down or something).

I think it would work. Adding a package of civilizations (DLC) together with a "theme" could actually give many civs a chance to be included in the game (as opposed to them being separate) and it would be easier marketing. Tsardoms just sounds awsome.
