DXDIAG looks mostly ok, you should update windows to its latest version.

Once that is done, re-run Civ 5, repost your dxdiag, and we will see what happens next

That is a BIG issue then, until you can figure out why you cannot install the windows service pack, we cant begin to troubleshoot other areas of your PCs performance

Buy windows, reinstall and update, and if the issue persists, you may be able to get help.
