Friend joining game as incorrect civ

I created a game with a friend about a week ago, where I was playing as England, and he as Russia. When I went to load it today, someone in the lobby joined and took up Russia's spot, and when my friend joined, he was Germany. We started the game by accident, and now when I go to load the game, no matter who shows up first, my friend will always join as Germany. Furthermore, even if there's nobody in the game but me and him, he still skips the second player slot (Russia) and fills the third (Germany).

Is there some way to edit the save or whatever so that he will return correctly as Russia?

One thing you could try is loading an autosave of the game that was before the other guy joined as Russia.
