    Unhappy Graphical issues

I just bought Civ 5, but I'm having issues with the map constantly "refreshing". When I move the camera too far away from my capital, the map keeps refreshing; when it's close enough (generally a bit north, actually) it doesn't have these game slowing refresh issues. Here are examples of what I'm talking about: http://imgur.com/a/R5DRi . Has anyone else run into these issues? Some other pertinent info: when I installed and it was installing DirectX, it told me "Application has failed to start because framedyn.dll was not found", but then continued to install DirectX. Also, when I run the game in fullscreen this happens regardless of camera position. Finally, it used to refresh the GUI too, but I unchecked something like "Auto-refresh interface" and it stopped. Does anyone know how I might fix this?

Your machine is too old to handle Civ 5 - the video card is below minimum

Other than this one issue, the game runs fine though; surely there is a fix?

Sure there is. Upgrade your videocard. But seeing as it's a Dell PC, that probably isn't possible anymore. Then the next step, buy a new rig...
