Cant change ingame menu options and cant go fullscreen in DirectX10\11

To start, I was able to run Civ5 flawlessly when I first purchased it. I am running the steam version. I have not made any hardware changes to my comp. My issue is that when running DirectX10/11 I cant go fullscreen. It is always windowed. I have read through several threads with similar issues and have tried all of the fixes suggested to no avail. Also, when running in DX10/11 I cannot change ANY of the options with dropdown boxes. This includes video options and the Advisor Level option.

Here is an ingame pic of what im talking about:

Its not just the video options though. Im unable to change any option that has a dropdown box

Some solutions that I have found and tried but have not worked for me are:

Deleting the folder in Documents\My Games\Civ5 then launching the game

Editing the INI file Fullscreen= 1 as well as manually setting the window res x and y (which I know only affects the size in windowed mode, but I tried it anyways)

Creating a shortcut of the DirectX10\11 version .exe and checking the Disable display scaling on high DPI settings box then launch game from shortcut (I also read that someone tried this fix but also had to check the run as adminstrator box to get it to work, but neither have worked for me)

Changing my desktop resolution until Civ5 would go into fullscreen mode

Game runs fine in DX9 including the ability to change all of the options. The problems only happen in DX10\11. I'll just mention again that the game has run perfectly fine in the past on the same hardware. I had not played Civ5 in awhile and their was an update for the game when I just recently tried playing it again. I can only assume that the update for the game is the culprit. If anyone can shed some light on this or give me a workable solution I would greatly appreciate it. Thanks!

Trying to post my DXDIAG but its giving me an error when posting. I guess its from the character limit. I've tried with and without the code /code tags.

    Here it is in pieces:

Have you tried verifying your game files via Steam library, properties.

I got a new monitor today and everything works perfectly fine now. Not sure what was causing it as my old monitor used to run
civ5 in fullscreen just fine, but I've been wanting a new monitor for awhile now and it's nice to know that this fixed the issue. Hope this helps someone if they have the same or similar issue.
