I had this problem with borderlands 2. Eventually, installing fresh and going into c:/programfiles(x86)/downloader and running the app as an administrator got me through

I've decided to reinstall bioshock from over the past 3 years and it now says what the thread says, the download server not responding.

I've tried all of the suggested fixes and I am not willing to use a crack since this is a legal copy
