But you're talking about grey square that covers tiles. Can you post your dxdiag?
If it happens randomly across your map this may be a bottleneck where your GPU renders data faster than the your CPU feeds it so you get a mix of rendered and unrendered tiles. If this is your issue, the fix is getting a better balance between GPU and CPU capabilties which may mean doing things like oc'ing your CPU (but that may not help enough to fix it).

Those images look like a malfunctioning rendering. That could be caused by your GPU not coping, an outdated driver or just hardware that is not up to spec.
Can you post your dxdiag please? That makes it a lot easier to determine. Thanks!
What does the picture look like in the regular map view? Having rendering issues in strategic view which is much less intensive is quite strange. Do you play Strategic view on purpose or because you have to? Really need your dxdiag to go any further. Did something change in your system in the last month?
If getting a new PC soon that will meet Civ V requirements, maybe just live with what you have as it seems to be an issue only for your current platform so will go away with a new PC.
