Japan and Populism
Does Japan's UA and the 25% boost given wounded units stack? I didn't go for autocracy the one time I played Japan and I was curious as to whether they fight at 125% when wounded or not.

No it doesn't stack up, this has been discussed before. Actually that social policy is useless for wounded Japanese units that fight at full strength (100%) always.

Populism is misguiding in its wording. It doesn't boost the damage of wounded units, it reduces the penalty you get from their low HP.

Yeah that's what I figured but you're right it was the wording that made me wonder if it was a boost that they could take advantage of.
