    AI capturing city without declaring war

    I'm playing civ rev on my windows phone currently often while commuting to work. I noticed now several times that while playing the "Eternal Cease-Fire" (not sure if translated correctly, playing the german version) scenario that the AI from time to time may capture one of my cities with one of their units if they are undefended.
    They do not declare war before nor are we in the state of war afterwards. Although playing on the highest difficulty this seems a little unfair advantage to me - or to put it with other words: A bug.

    yea this happen in the console version as well... mainly with the zulu. if you talk to them first they will not attack you

    Yeah that is crazy weird. What was the AI that attacked you?

    Well I had this while playing as Japan, China or Greece and I noticed this happening against different AIs - I'm not sure which it were exactly but at least 3 or 4 different ones. Furthermore it seems that civilians like settlers can be captured the same way.
    I also noticed a kind of related thing: It happens very often that AI units can move on my territory without declaring war and forcing my city off that tile. This is especially annoying with bonus resources in the ocean. Also here I see that happening basically for any AI.
